Object beside Windshield washer reservoir??

I am new to the forum here. First thanks for what I have seen so far. My question is there is a device beside the windshield washer reservoir on my 1995 4.0 explorer. It has a large plug that goes to it, with a sheathed cable coming from the top side. I noticed it only because I was fixing the plug on the washer motor and noticed it unplugged. Unfortunately, when I plugged it in and started the truck it idle was really rough. Now I am not a newbie to cars and ect. but damned if I know what this is. Any help would be appreciated.

Its the cruise control servo. Shouldn't have anything to do with the idle.

That is what I thought it might be. It did change the idle and quite a bit. Once I had it unplugged again the idle went back to normal. I was thinking the switch's were the reason my cruise was not working.
 






Thank coonerboy, It wasn't the servo that cause the idle to drop. Just by chance I bre a rear brake line at the same time. I fixed that, now I just have to see if the squeek I hear is the CPS, let alone that the lifters chatter like hell until it warms up. I'm thinking like others here the pickup tube might be clogged.
