One shock lower then the other?

Rear 1 inch lower on pass side

i just lowered my explorer 1 inch in the back using blocks.
The passenger side is 1 inch higher then the drivers side. do i have to use 2 inch blocks on that side? seems odd that side is off so much.
also how do i replace the front bump stops, i have less then a half inch of travel up there. how do i get them off to put slimmer ones on or shave the stock ones.

(edit) sorry i measured the shocks and they are the same distance off the ground...i was on crack)
 






Maybe a pic or something can help explain this a little better. How can a block do nothing except lower your shock?

Hard to picture exactly what you are saying.
