Where is the output speed sensor on a 1999 Ford Explorer Sport?

It is 6 cylinder....SOHC

4 wheel drive

On top toward the back. Held on by a torx screw IIRC
 






How do I get to it?

Is it an easy part to replace?

On the diff housing near the tailshaft input at the top facing forward.
In 99 they used the ABS speed sensor.

Unless it's the 2 door then it's on the transfer case right near the output flange.
 






Could a defective speed sensor cause my OD light to flash and a "rough" downshift from high to the lower gears?

My vehicle is a two door.
 






Flash that is the VSS you are referring to. Chuck that could cause the TCIL to flash, and the harsh shifts are a result of the transmission going into limp home mode.
 






Find a diagram of the transmission. Get underneath, the OSS is on the top of the transmission, toward the driveshaft end.
