Overheating at idle.

Have a 2005 ranger 2.3l with what looks like an electric cooling fan, but it does not come on when its overheating, although when i turn on the a/c, the fan comes on, and it cools down. It has the part sticking out from the pulleys, looks like a heat sink, not too sure what it does. Any help?

did a little more fault tracing yesterday with a scan tool, a/c off, and found the coolant temps are reading fine, but they are going a little high in temp. and the fan should be turning on but the PCM is saying no, except when the a/c is on, then it will say activated. any help?
