P0446 on 96 5.0L

Does anyone know how to tackle a OBD-II P0446? Or at least know of a good write up for this engine/year?

I know it is not the gas cap as I have made sure the cap is on tightly and erased the code just for it to come back again.

Where can I locate the vent or vent solenoid to check for debris?

There's one mounted above the spare tire, that's
obvious when the tire is lowered.
I'd say that's the problem; those things start
sticking after a few years.......
