Panel icons don't light and can't start

I have a 2006 Ford Explorer. Panel icons don't light and won't start. The blower fan, windows, radio, wipers, etc. all work fine. Tried jumping but still have the problem.

First place I would look is the fuse box(es). Does the behavior change at all between the "On" and "Accessory" positions on the ignition?

No difference between ignition switch on or off. I checked several fuses and they were okay but vehicle has about 60 fuses and I am not sure which one could do cause this problem.
