Parking brake pedal won't return (spring back into place) on it's own....

1. When I step on the parking brake pedal, I hear no clicks from ratchet mechanism
2. The pedal will stay down just fine, though
3. When I pull the release handle, the pedal won't return to position by itself
4. I have to pull the pedal up to position by hand, first pulling the release handle
5. Then I have to shove the parking brake cable back into the cable conduit, by hand. Does having to do this indicate a spring under the car is broken?

Sounds like a combination of a bad spring and tight cable sheath. Probably time for a replacement or at least some cable lube.

Which spring? The one under dash inside the brake control assembly? Or is there another spring under the body?
