parking brake still doesnt work

I live in MA and I'm trying to get my truck to pass inspection. All I have left to fix is a hole in the cat and the parking brake. I've replaced everything in the PB system and it still doesnt work. The only parts I have not replaced is the levers and even though I worked them back and forth with light hammer taps and some blaster they seem to still get stuck. I want to replace them but I cant find anywhere that has them besides ford. Here is the ford part # F87Z-2780-AA
 






Have you tried to see how the shoes move with the rotor off? With the rotor off, you can see how they move and much they move. If the cables are moving freely, I would take those levers off, grind them clean of any rust and load them up with high temp grease to make sure they move freely, and through their full range of adjustment. Be sure the adjusters are clean and greased, and adjusted tightly.
 






I had the rotor off and was pushing the brake in. They are moving outward. I even tried adjusting the adjusts so far out the the brake were rubbing and making the wheels hot as a I drove. I still couldnt get it to pull the brake hard enough to hold it at IDLE. Before I take it apart again and try to make those levers work and still have a chance of failure, where can I buy them? I saw them on ford parts for over 100 bucks. I cant find them at an autoparts store or rockauto.
 






If the old ones are working, I think you have a problem somewhere else. I highly doubt that new levers would help. I had mine out, cleaned them, greased them and reinstalled them. They work fine now. However, there is an intermittent "snag" in the mechanism when the pedal doesn't always correctly. Be sure your problem isn't in the mechanism.
