confused by all this flip flopping in the posts. which one do i buy?

You need the 883

pa 883 is a 3 inch kit for 98+ and the 853 is for the 95-97 models

it says its for a ranger, anything that wont be the same?
Is the steering extension the same on a 99 ranger as my 99 ex?
any modding?

You will have to fabricate rear bumper brackets. I believe the front ones will work.

Yes the steering extension will be the same.
