what the heck is this and why is it connected to the throttle linkage?

Its your flux capacitor, it gives you extra horsepower when you really need to go fast. Ok Im done being an ass, I dont know what it is either so Im right there with ya man.
 






It is for the cruse control.
 






yup, cruise control. when you turn on the cruise, that has a small motor that will open or close the throttle to keep the speed... DON'T MESS WITH IT!!! lol

The second pic is a throttle body and attached linkage. Dont mess with it either. It's whats on the other end of the go fast pedal.
 












The correct term for the module is the Speed Control Servo. It actuates the throttle when the cruise is set.
