Police interceptor utility are different headlights, they do not interchange with the
Regular Explorer. The bulbs may be the same though, interceptor bulbs are 9005

False. The only differences are the "Ford" vs "Explorer" chrome trim, clear or amber tinted blinker/marker sections, and cutouts for the optional warning lights. otherwise the headlight buckets will fit the same spot on both vehicles.
Besides the PI model lights there are 3 other variations:
Base Halogens w/ chrome accents
Sport Halogens w/ black accents
HID (on Limited's with 302a package) w/ chrome accents
If you don't want the chrome accents go with a sport headlight.
If you don't mind the chrome and want to get a good performing headlight go with the HID one.
BTW HID isn't plug n play but can easily be installed. Swap a pin and add a wire is pretty much all there is.
