poor gas mileage/rough idle on start/lose power after warming up

checked the vac line, it's fully attached, no gas in the line, on my 4.0 it right next to the schraeder valve, no leaks, but i have a new relay, i'll definitely check the relay, mine are in there really firmly, is there anything special i need to do to remove the relay?

Just pull straight up and out.
 






so turns out the pump was :exp:fine though the strainer was shot, the locking ring and gasket were rotted out, and were sitting on nothing, quite literally nothing, the seal was completely gone but thankfully my mechanic is a rockstar and got a used tank with a new fsu straps and skip plate for 130 bucks
