Possible fuel filler neck issue

Hi all -

I conducted some searches on this forum, but the closest I found were concerns of rust in the filler neck. I have to inspect mine, so not sure if that exists.

The issue is every fill-up (different pumps and stations) results in gas spitting back when the tank fills up - the pump is not shutting off like it should. This is a new Explorer (1997 SOHC 4.0L 4WD) for me, and I have only filled it up a few times now - I have no idea if this was an issue (or for how long) with the previous owner. I've tried adjusting the angle and such of the nozzle, but there is not a lot of wiggle or option to stick that thing in there. Is this a known issue? I can replace the filler neck, if that is the problem.
 






Sounds like a clogged vent line from the tank. When you put fuel in the air inside the tank has to be expelled or it will spit back at you through the fuel filler. There are 2 rubber hoses that go from the filler neck to the tank. The smaller diameter one is the vent hose.
