Possible heating issue? 2013 XLT

X2 on bringing this back from the dead. Have a 2015 police explorer with same low/no heat at idle.

Outside temp 40dF. Left vent is 90dF at idle, rev it just a little and it jumps to 140dF in 30 seconds.

Both hoses hot at idle. Dealer said it needed thermostat, they replaced, no change, said it's fine. Showed them actual temps and now they say it needs a heater core. Seems odd with both hoses same temp unless it's bypassing internally. Has anyone successfully fixed this?

What about the right vent?

Right and center vents temps follow the left vent. Temps are IR gun but verified with a thermocouple in airstream.
