Power Steering Pump Pulley

Does the pulley have to be flush with the shaft? My pulley seems to have “bottomed out” (doesn’t want to go on any further) and it’s close to flush but just a little shy. I would force it further but I think the pulley is plastic and I don’t want to break it.
I put grease on shaft and pulley and made sure it was straight and used the install tool

Any advice?

It could only go so far in then that's it. The installer tool will push it in until it can't go any further. You could check the alignment once the belt is in place.
