Primary timing chain tensioner replaced - rattle gone, but clicking noise remains

I need some help. I replaced the primary timing chain tensioner, as the old one was trash. The rattling is gone, but the tensioner continues to "tick". As i turn the crankshaft by hand, the chain will load up and press against the tensioner. The pressure will actually begin to flatten the tensioner. After I turn the crank past a certain point, the load on the chain and the pressure on the tensioner will suddenly release, causing the tensioner to "click" back to it's original shape.

It seems that the load on the chain isn't constant. What could cause this? The cassetes and cam chains on both sides look good and aren't making noise, and both hydraulic tensioners seem to be working. The engine runs fine at idle and high speeds, but this knocking sound is annoying.

Will a stretched and loose chain cause this?
