I'm looking at the schematic in Haynes....(pg 12-48)
Its a pretty simple circuit. I'm guessing that the switch is the problem. You can try to verify this by looking for voltage at the switch. If Haynes is correct, white wire w/ purple stripe is the power to the switch, black w/ white stripe is switched pwr to washer, white wire is switched pwr to wiper motor. The white wire should not have power when switch is off.
If it isnt the switch, then it must be the motor itself. It is possible because power is supplied to the motor after switch is off to allow "park" of the arm. There is an internal switch that determines this, and it could be stuck in 'run' position.
Haynes says the fuse to pull is #6
