Pwr Window, sunroof and dome light electrical gremlins

New to the board and trying to help my grandfather out with his 00 explorer with the 5.0. Power windows, Sunroof and dome lights dont work. The power seats do work which elimantes fuses as the issue because the manual indicates that the windows and sunroof are on the same fuse as the seats. all the connections look squeaky clean with no corrosion and no fuses blown. Could the relay be bad or only partially working? why are the seats working but not windows. are there relays in the door pannels at the window control that im not aware of. Just trying to save some time before getting into that door. thanks for any input.
 






Seats are not necessarily tied to the windows. It may appear that way, but you need to look a bit deeper.

In the battery junction box on the LF fender apron, there is a 30A maxi fuse for the windows and sun roof. It's fuse # 4.

In the fusebox inside the car, check fuse 26. It controls some relays and interior lights.
 






Fuse 4 looked good but will check fuse 26 inside.
