question about shackles

I want to install shackles on my ex this weekend. the front sits alittle higher than the back. so i want to evan it out about an inch. my question it do i have to take out the stock shackle and then put up the new ones or do i attach them at the end of the stock one ??? how do i do it... the shackles that i am installing are from pepboys the are just flat steel with a few differ hole to chose form. they were about $15.00 and can i ues stock shocks , i am getting new ones but not this week end should i wait.

You replace the stock ones with the new. You might want to use some rust penetrating spray on the bolts to make it easier.
