Radiator fans won't come on

Just discovered that both radiator fan one and two have an issue in my 2014 PIU. I'm pulling codes P0480 & P0481. I've replaced the related fuses and relays in the fuse box under the hood...still no dice. Is there another fan control module or something I should be looking to replace or test on the canbus or under the hood? Both fans are showing a fault when looking at them in the dashboard in Forscan as well. Unpowered, they spin freely, so the bearings seem good. I find it kind of strange that both have failed, but then again I'm new to explorer (been a Crown Vic guy since about 95).
 






P0480 is cooling fan #1 and P0482 is cooling fan #2. Error Code P0480 is defined as Cooling Fan 1 Control Circuit Malfunction. This code refers to the engine cooling fan circuit as it experiences a malfunction, causing the fan to fail and allowing the engine to overheat. Same for #2.
