Re-scanning new keys and ignition

I lost my keys to my 1996 Ford Explorer Sport. Had buy a new ignition with keys. The dealer said I would have to have these re-scanned so my Explorer would start. I'm not sure if my year had a v.a.t.s system on the original keys. Thought it started later. I also read that if I took my vin number and registration down to the Ford dealer I could get some cheap keys made that fit my Explorer. What do you all think?
