rear brakes locking up

my rear brakes are locking up. What i have tried so far. new brake shoes new drums new wheel cylinders replaced all hardware checked parking cable to see if it hung up.read on a few threads maybe bad suspension replaced front and rear shocks. i have tried the search with little luck. any help would be appreciated. the vehicle is a 1994 mazda navajo.
 






Checked the parking brake cables to see if they move smoothly and aren't binding internally or rusted? Checked the parking brake return spring on the drivers side of the frame to be sure it's still there and has enough tension to pull the brake cable back and completely disengage the parking brake? Checked the ABS sensor in the axle/diff housing and/or had the system tested using the access harness under the hood?
 






is it the spring that is on the bracket mounted to the frame ? if so it feels like very little tension on it and moves very little when the parking brake is released. is this spring suppose have a lot of tension? have not had the diagnostic plug checked yet since previous owner cut wires to front abs sensors. and how do i check the rear on? thanks.
