Rear Bumper Rust

The rear bumper on my XLS is rusting, the one corner of the plastic cover is starting to come up, anyone else have this problem? How can I get that cover off there to see how severe it is? Also, anyone have a ballpark of a new rear bumper?

I'm not sure on you year, but on mine the plastic top part is held in place by anchors. They can be view from under the truck and basically can be pressed out from there. You'll find the bumper tends to rust out from the inside so the rust you see will probably be nothing compared to what is really in the bumper.

I have a 2000 with the painted grey rear bumper. I can only imagine how bad it is under there.
