Rear seat power windows

The rear seat power windows in my 98 XLT crawl up and down with glacial speed while the front seat windows are very fast. Is this normal? Is this a rear seat child safety measure that I can defeat like the child-proof locks? It is annoying to have to sit and wait for the rear windows to finally close.

Man both of my explorers are like that, my 92 is decent, but still really slow, fronts are fast.

My 95s have decent fronts up and down, but the backs go down kinda normal, but going up, you'd seriously think I had replaced my battery with a little 9 volt or something
