Basically I got EVERYTHING working but it needs my help to move the wiper arm back and forth. Otherwise it sits there and makes this noise and vibration sort of like a stripped gear is trying to catch. Is it something I could be overlooking?

Nope. Mine was the same way. Replace it.

You could grab the arm on mine and move it back and fourth manually.

I can manually move it about 1/3 of the way back and forth with the same stripped gear noise.

That's exactly what mine did. Best just to replace it. It's not too bad of a job to do.

I just replaced mine also. I went the JY route. I figure for 10-12 bucks for a motor, I'll take the chance. BTW, if you do go this route be aware that there are 2 different spindle sizes. Large and small. Double check which size you have (take a pic w/your phone and compare). Plus you can learn the removal procdure on the JY rig.

Well part of getting it working was tightening the bolts back up that hold it in place. Now I know why the PO had the fuse pulled from the panel as well. When it tried to lock down once you shut it off, it just sits there and runs, trying to actually lock in place.
