need to remove seatbelts to get my back panels off. when i put the seat belts back on, do i need to torque them down? if so what do i torque them to?

I can not recall if you have to remove them or not but you do not need to tourque them to any exact spec.
just make sure they are good and tight with a drop
of Loc-Tite.

when I did this I torqued mine to about 75. Also, a good tip to remember is put a vise grib or something on teh seat belt so it doesn't retract beyond it's typical retraction point. or you may have problems! (I did in my F-150 and it took me about an hour to get it unlocked)
