You need a bigger BFH (5-10 lb.Class) sledge and place a 2x4 over the tire and wack them suckers hard.

Put the lug nuts back on but leave them 1/8 to 1/4 loose. Lower the vehicle and drive back and forth a couple of feet at a time, putting the brakes on quickly. That should break the rust from the pilot.
