One of my dogs chewed all 4 of the seat seatbelts in my 99 sport (2 door) Explorer. I want to replace the seatbelts but I have no idea where to begin removing the interior from the B panel back.

It looks like the whole side of the interior has to be removed. Any help is greatly appreciated.

yes that is right, the side panels are all one piece,, so you have to start at one end , and work to the other end,

How to I remove the seat belt pullies?

on the seat belt pulleys there are covers that come off to expose a bolt,,that take a big torx type bit to get out,, i think it is about a t-35 or something like that,

Thank you, also I assume I must remove the window latch as well. Should I start at the front of the vehicle and work my way back? Do I have to remove the rear seat?

I just did mine, you start by removing the seat belt screws (top and bottom) with a T-50 plus removing screws from window latch plus some screws on the bottom of the panel. Pull out on panel from rear a couple of inches and push forward.
