Replacing 4.0 OHV heads - quick rocker arm question

I am replacing the heads on my 2000 4.0 OHV. I have two quick questions. I am reusing the push rods and rocker arm. I am installing then exactly in the same spot as they came out. Do I need to replace the rocker arm bolts? Also I notice a few of the rocker arms are not centered exactly over the valve stem. I tried loosening the rocker arm shaft, but there isn't any side to side adjustment. Is this normal?

No on the rocker arm bolts..

The rocker arm bolts are not torque to yield that I found... But I did replace the rocker arms, shafts, and the pushrods just because the rocker arm tips were worn and cupped and the rockers would not provide all the movement they should have...

And there is no adjustment for alignment on the rockers that I know of...Unless the springs that hold them in place on the shafts have fatigued or failed...That was part of why I replaced my rockers when I rebuilt my ohv engine... I couldn't count on the old parts to be up to the task of reuse...
 






When putting the rocker arms back on the heads what is the proper procedure.Do i need to rotate the engine as i tighting them and what is the torque on the bolts?
