Rim cover on the edge of it?

Hi,
I have a '98 EB with one of the leftover '95-'97 teardrops chrome steel wheels. Recently, there is rust forming on the edges on the rim. How can I remove the rust and put a cover on? I have seen one on the highway lately. It looks like some sort of a plastic or vinyl rim cover that covers the circumference on the edge of the rim. Anybody heard of those?

I have seen a couple of posts about chrome teardrops. Can someone post some pics of them? I have only seen the alloys.

I thought the teardrop rims were the ones with the 5 teardrop shaped holes in them. I dont really think there is a "name" for those. Just chrome 3 spoke wheels.
