Roof rust, don't want to get rained on. LIL HELP?

In Florida, I noticed that 2ND gens without sun roofs have these grooves, that don't drain any where where, in the area where the sunroof normally is. A sunroof isn't isn't all that desirable in FL for obvious reasons.

That area tends to hold water and rust. A design flaw.

I want to remove the rust, eradicate it, and in those grooves, I'm considering putting some Rhino Liner, undercoating or what ever you folks recommend.

Not real sure. Ideas appreciated. Thanks!
 






Sunroof vehicles have them too, they just start farther back. They are not there to drain, they are there to add structural integrity to the roof, which would otherwise be a large, flat, flexible panel. The problem arises when year of sitting in the sun bakes the paint, and it shrinks and cracks along the bottom of the grooves, letting water in, and then rust begins.

Grinding the rust off, then using a rust converter, or rust encapsulator, then priming and painting over that might work.
 






94 X roof rot

I have a 1994 Explorer Limited 4X4 that has developed some rust on the roof. Most appears to have started under the roof rack rails where moisture has collected at the rivets that hold the rails on.
This is a job that I am not equipped to handle so I went for an estimate. There is only one shop that does this within 50 miles, so I guess they will have to do.

In addition to the roof, I had them add to the estimate a few other areas that need attention as well such as the rear fender wells and the bottom of the drivers door.
I am going to pull the roof rack and take out the headliner as it is water damaged and sagging. When I reinstall the roof rack, what will be the best method for sealing the new rivets so this does not happen again?
The grand total came out to be $1350.00 including tax and this is for cutting out the old and welding in new, spraying the roof down to include the areas above the rear doors and spraying the sides from the pin striping down for the door and fender repairs. It sounds reasonable to me, but then, I have nothing to base it on. Any input would be appreciated.
