RPM seems low in SOHC 97

When in drive, no AC sitting at the light the RPMs are right at 500rpms. It's got 117,000miles. It's not my dialy driver but I thought it was usually 600-700rpms.

What controls the idle rpms? What should it be?

Low RPMs are fine as long as your engine does not die or shake on you... saves you gas somewhat.
 






The RPMs are computer controlled.

Is the idel rough or just low?
 






Just low and only after it is fully warmed up.
