what can you do to the "area" around the rear windows mine is looking kinda old can it be taped off sanded and painted????

Just use a light coat of Trim Paint, too much and it may crack and flake off.
As for sanding, use a red or grey scuff pad and just do it lightly so that the scatches don't show through the paint.
