Rubbing Driver's Side Wheel

First off, I'm not a mechanic and I don't really know much. But I have a bolt that's rubbing the inside of the driver's side wheel of my 1998 Explorer. I looked at a diagram and I think it might be the front suspension lower arm. Like I said, I don't know much. I was just curious as to what could be going on.
