Seat belt sensor?

Hey guys I bought my 2011 ex limited used in August 2011. I just noticed that there isn't a warning if the driver does not wear his/her seatbelt. Is this the norm? I don't know if the previous owner had it turned off or something.

It is a setting.
The manual gives the steps (pretty complex steps).
The driver and passenger sides are programmed separately.

Even if enabled it takes a few minutes for an audible alarm to sound and the vehicle must have reached a speed of at least 3 mph and 1 to 2 minutes must have elapsed since the ignition switch has been turned on. The seat belt icon also lights up in the dash.
Do you get chimes sounding when you start the vehicle and before the belts have been put on? If so, that is also a seat belt reminder. If the belts are done up prior to starting the Explorer, no chimes will sound.
There is a section in the Owner's Guide that covers the "Belt-Minder".

As the others have mentioned below, this is a setting that can be adjusted. Check out the Fourth Printing of the 2011 Explorer Owner's Manual, available for download here: https://owner.ford.com/servlet/ContentServer?pagename=Owner/Page/OwnerGuidePage. Directions on how to activate or deactivate the Belt Minder feature begins on page 193.
