Seat Lever Replacement Advice

So, on my 01 Explorer, the seat lever gave out, the gear has completely stripped, so, I was going to take the one from the 99, just one question, I have 3 out of 4 bolts out, how do you go about getting the last one that's covered by the fabric and foam?

Update - Once the two bolts on the lower half are out, the seat will move far enough back to reveal a black piece of plastic holding it together, when you unhook that, there's enough slack to get good clearance to the fourth bolt. Did also figure out that bracket had been replaced one time already with an aftermarket one, the one that replaced it is a Ford OEM one however, is heavier and better built
