Shifting issues but not your typical problem

i usually don't post too many threads as I like to problem solve and do my own research but not only am I about to drive my ex off a cliff the research on current issues returns the exact opposite problem.

A little backround I've been dealing with steering suspension issues for some time. Once my rear skfs come in almost everything will be new. Wheel bearings upper ball joints tie rods and drag links sway car bushings and links power steering flush and brakes including calipers. Brand new rims and tires with two alignments now from two different shops. Also had another mechanic go through suspension and said the play in cvs which I suspected to be the problem was normal and everything looked good except tires, I had 22s at the time with uneven tire wear so I bought new rims and tires.

somedays steering is close to perfect some days I have little control and feel like something bad is going to happen. Noise is hard to explain especially since tires make a lot of road noise but it's not rpm related doesn't matter if it it's in D or neutral and it feels like something is holding it back. More so in neutral than drive. No calipers are stuck everything spins good when off the ground but im leaning towards ps pump failure rack and pinion failure or brakes. Would air in the system cause any of these issues. They will be re bled tomorrow once I swap out my broken pressure bleeder. How about warped rotors? Using a micrometer the fronts vary in different spots but I know this isn't the ideal way to check a rotor as the pads don't hit the entire rotor surface. And to clarify I'm taking a measurement in multiple locations so north south east west with several mm differences in some locations.

Now to the real question changing out my instrument cluster to a mountaineer one I realized I can shift into any gear with no key or foot on the break. There is plenty of info on people not being able to shift into gear or remove key but can't find anything on my situation. Could this an any way be related to my issue? I won't bore you with the engine issues until I dig into it further but any help is highly appreciated.
