I'm posting this question for a member of my family in hopes some one can help.

Here is the email

The trans will not shift out of low until you let off the gas and this usually meant that you would wind it out pretty hard. I have sense rebuilt it with all but new shift solenoids. The governor is bad because I understand it is supposed to have springs in it that hold it out against the output shaft until the trans. speeds up. I need to put new springs in it or replace it. How can I check the solenoids before putting it all back together? Could it have been the governor that was causing the problem? The trans is an A4LD from a 1994 Ford Explorer 4x4, V6.

Maybe one of you can help him...

Thanks a ton everyone.

You can check the solenoids electrically for continuity. However, I don't know how important that will be here. The shift solenoids on the A4LD only effect 3-4 shift and TCC lockup. 1-2 shift and 2-3 shift are controlled by the vacuum modulator. If he knows something is wrong with the governor, start with that and check the vacuum modulator.
