siphoning fuel problem

'97 Sport 4X4 SOHC
my 97 2 door explorer won't start and there is no fuel pressure. I don't hear the fuel pump running when I turn the key. Checked fuse, relay and fuel cutoff switch at passenger floorboard. Also checked for voltage at disconnect near fuel tank and it gets momentary voltage. I was all ready to remove the fuel and replace the fuel pump but when I went to siphon fuel I am unable to insert a tube all the way in the tank. Is there something in the way, a screen or a big bend that would stop the tubing as it enters the tank?

I never was able to drain the tank. Fortunately it wasn't completely full because I had to lower it. Turns out the problem was my fuel pump.
