Slow acceleration from a stop?

My '94 explorer doesn't respond well when I try to accelerate from a stop (or very low speeds). It's an automatic. Going in reverse has no problems at all. I was hoping it was the fuel filter, but that didn't seem to change anything.

Does this sound like a bad torque converter?

If the engine is running right it sounds more like the trans isn't starting in first gear, try manual first and see if it accelerates better than in drive. If it does there is a trans problem.
