how much have u cranked? is there any movement in the cable? are u sure ur going the right direction?
if so crank like 10 times to the left and then kick the tire, that will probably work.
This happend to a friend of mine, he could not drop the spare cranked like hell to drop it down, no go.
I go over, crawl under the EX, the previous owner had installed a tirelock (DUH)
No Key
I had the same problem...so I put the rig on ramps and did a few pull-ups on the spare. The cable finally broke...and now I have much needed ground clearance!
