speed sensor issue causing pulsating

Ford sport trac 2003 4 dr 2 wd 4L , just had rotors and pads changed on front, also front left bearings due to noise. Brakes pulse at very low speeds when abs kicks in, it's like on ice, no problems before brake and bearing change. Had to take out ABS fuse to drive safely. Took back to garage that did it, put on scanner for codes, no ABS codes, put on scanner and we drove it, the computer showed all sensors working but would freeze at a speed of 14 on all wheels, mechanic thinks its a expensive fix but with the reading I've done one line this problem occurs after a break job on a fair number of vehicles leading me to believe the speed sensor on the left side due to the pulling to the right when it's pulsating, that is the side the bearings were done also. I will take apart and look at the speed sensor, and the tone ring. Could the bearings have to much grease, or pressed to hard causing a gap for the sensor, I'm reaching for answers, this seems like a somewhat common problem and it sounds like the speed sensor alot of the times so that's what I'm going for. If that doesn't work I will change the rotors, maybe not within spec and have a wider gap, then change sensor harnesses.

Any insight would be much appreciated as this is turning into a nightmare.
 






Ok I'm going to buy a new speed sensor and change the front left. When I took out the fuse for the abs the problem went away. took out the speed sensor and cleaned it, put it back in, put the fuse in and now I have a abs light on which means I might of broken the sensor when taking it out which I heard is common, so for the $ 70 I will put a new one on as soon as I can order it. Brakes work great without abs, but their is a reason for abs so I'll get it to work. What are the odds that the tone ring is messed up ? I will change the rotor if the sensor doesn't work. Would the bearing change affect distance at all??
