stalls from park to reverse, wont restart right away

I have a 98 explorer stuck in a parking lot 20 min away, it starts and idles normal but when I put it in gear it stalls and wont restart within a couple hours, had to leave it overnight before it would start again. I've had it a few years and never had a problem getting it to start or any problems with trans or 4x4 , month old battery, starter sounds strong, checked all the fluids. its been highs of -10 to -20c out side lately but I'm in a spot were I can plug block in at least. Not sure were to start and would appreciate ideas.
 






Seemed like a fuel issue so I tried a fuel filter and it seems to have fixed it, definitely replacing them at least yearly on all my vehicles from now on, took about 5 min and cost me $15 including a OEM tool to remove it, probably should have tried that before I bothered to post anything but I didn't expect it to work.
 






Yearly replacement? I'd expect the tank is rusting out to the point where it needs replaced if it comes to that.

Otherwise I'd check the fuel rail pressure when having the problem, thinking it was the fuel pump, or possibly pressure regulator on an (up to) '98 model year (or filter but now you've replaced that) at these cold temperatures.
