i usually have to turn the key twice to get it to start. what causes this to happen?

Does the engine fire and then quit or does it crank for a while with nothing, but then fire right up once you stop cranking for a second? My old 92 needed a second to prime the fuel pump before cranking it over or it would never fire first turn of the ignition. If you don't already, try turning the ignition to the run position and wait a few seconds before cranking the engine over and see if that helps. Fired every time for me!

Sometimes it works on one try.

The engine cranks for like 1-2 sec. then quits, then it works perfectly the 2nd time

First thing I'd probably do with those symptoms would be to put a fuel pressure gauge on it and see how many cycles of the key it takes for the fuel pressure to come up to 40ish psi.

If i understand you correctly, you're saying there is an issue with the starter (or starter circuit) where the engine cranks a couple seconds then stops cranking? (you're key is in the start position still, but nothing is happening at all) is that correct?

correct

then i'd check the connections (the big wires to the starter, solenoid, and battery) and i'd also consider the possibility of the starter failing.
