Okay so I have a 1997 explorer 5.0 all wheel drive it has 209316 miles on it and it got real tired so I purchased a 2000 ford explorer limited that was wrecked but it ran and drove totally fine so I took the long block and trans and transfer case to put in my car everything went very well although it took forever but now the starter the second I turn the key on the starter engages and doesn't turn off I don't know what I did wrong or forgot to do to make that happen

If the starter doesn't kick out and stop when the engine catches, it's most likely the starter solenoid that is bad. Good luck.

I put a new solenoid in and it's still doing the same thing

And a new ignition switch and it's still doing the same thing where the starter turns on the second the key is turned to the on position has anyone ever had this happen at all ever I need to figure this out any information would be extremely helpful

OK you are going to have to do some trouble shooting on the wiring. There are differences in the starting circuit between the 1997 and 2000 vehicles - here is a great source of wiring diagrams:

It sounds like you are getting 12V on the starter relay/solenoid in Run instead of Start - you need to trace wires and voltages to find out why. Good luck.
