Starts missing at 3200 RPM

Ok... I just replaced the PVC vacuum line that wraps around the left side (passenger) of the engine. It's the one with the rubber 90's on each end and the PVC tube connects at the front of the upper manifold on one end and the rear drivers side on the other. Replaced because the front side rubber 90 had a split in it.
Now the truck absolutely won't go over 3200 RPM's. It sounds like it's missing. But, it also seems like it is limited to go over 3200. It doesn't miss at all until you approach 3100-3200 RPM's. It also seems like it's idling low, about 500-600 RPM's.
Any suggestions?
 






what kind of condition is the PCV valve in?
