Stuck third row seat belts

I just finished installing a complete set of seats out of a limited.
This included adding a 3rd row I didn't have. The rear seat belts were working fine in the donor, but now they are stuck and won't pull out.

I'm assuming when I pulled them out I let them wind up too far. I tried several search terms on here and came up with nothing- same with Google.

Any guides to getting the retractor to unlatch?
