Sway Bar links(noit saure what I'm looking at)

Hello all,
Not sure what I'm looking at!! aaaaghhh spelling.
I just looked under the front of my car and found what I think is the
sway bar link(a small sized bolt covered in hard plastic) severed from the front sway bar. On both left/right sides.

If it is do I need a special tool to replace them? I tried loosening the bolt but it spun even with a set of vice grips holding it.

Also, with these two links broken will it cause uneven tire wear?
Can i drive the vehicle in this condition?

Yes those are your sway bar end links. There should be a bolt head on the top for you to hold on to to keep the bolt from spinning. Some pb blaster might also help by breaking up some of the rust that is holding it all together. If that doesn't work you might have to cut the old one out. And no it shouldn't affect tire wear, and yes you can still drive it, just be careful since there will be extra body roll in the event you have to make an evasive maneuver.
