Tailgate repair question

The driver's side hinge/pivot on the tailgate of my '01 ST has rusted to the point that the tailgate drops and moves a lot when the tailgate is lowered. It's the part on the tailgate, not the body, that's rusted. I'm not against getting a different tailgate as this one has some very poor body repair, but finding one could take time, especially at a decent price. Anybody know of a fix that doesn't require welding?

Nothing can fix it other than welding. I have Valas' spare tailgate, local guy was supposed to buy it along with my tonneau cover but changed his mind. Selling it for $250. Has scratches from storing it, color is dark blue.
