So I started with finding the leak. The hose between air box and TB was leaking. This helped, but no fixy. Then I cleaned the MAF, TB, replaced gunked up IAC. Also found a bolt missing from the air box. The one on the lower back side, that is out of view. Then using the info here, I did the idle screw adjustment and did the reset on the PCM. Only after the idle and reset did I get the rock solid idle. Even did the zip tie fix for the stretched throttle cable, worked great BTW. No more up and down idle, or whining from the IAC
